Driveway Permits
If you are in the process of building a new home you need to fill out an application for a driveway access and address number. If the building site is located on unincorporated county, township, or private roads you can fill out an application by clicking the link found below.
However, if the building site has new access onto a state route you must call ODOT at 330-674-1906 . An approved ODOT access permit along with the (completed) application you will find here must both be submitted together.

Right of Way Permits
Right-of-Way (ROW) includes the street and an area of land between the street and the right of way line (this area can vary in width depending on road, consult the GIS map which shows Right -of -Way widths).
Used for public purposes, the ROW is intended for traffic movement, signal poles, utilities (above ground and underground), street lights, sidewalks, and snow storage.
Working in the Right-of-Way
A permit is required before working in the public right-of-way. Some common examples of work that requires a permit include:
- Driveway improvements
- Sidewalk repairs conducted by the homeowner
- Installation of mailbox post
- Excavation work to improve an underground utility
Homeowners, contractors, and utility agencies must complete one of the following permit applications and receive approval prior to beginning any work in the public right-of-way.
